Phase II: Analysis

  • Existing and Planned Trails Inventory Maps                                                      

Using the base maps created for the PROS Plan update, the MIG Team will prepare maps of existing and planned trails within Pierce County, including existing and planned on-street bike lanes. 

  • Classification System

The MIG Team will refine a classification system for regional trails and trailheads, and classify the existing trails and trailheads.  The classification system will be developed based on findings from Phase One. 

  • Community Destinations Map                          

The MIG Team will identify and map known community destinations, which will be used for the gap analysis and to develop a regional network.  This will include destinations such as schools, colleges, parks, community facilities, attractions, commercial districts, and employment centers.

  • Development of Analysis Criteria & Memo

The MIG team will develop criteria for the gap analysis, and present the criteria and analysis approach in a memo.  The analysis criteria will consider trail user types as well as type of trail use (recreation, commuting, etc.). Service standards will be recommended for proximity and access points.  MIG will submit this draft report for one round of reviews through the project website.  Reviewers will provide comments via email or fax. MIG will evaluate the comments, identify any conflicts and resolve them at a PMT meeting or conference call. 

  • Gap and Access Analysis

Using the criteria developed in task 2.3., MIG will analyze gaps in the existing and planned trail network, considering destinations, available support facilities, and multimodal integration.  The network will be analyzed to determine adequate distribution access for all County residents.

  • Design Standards Review

The MIG Team will evaluate existing design standards and ADA guidelines, and identify strengths and weaknesses, such as permitting, environmental constraints, accessibility, safety and user needs.

  • Draft Needs Assessment Summary Report

The MIG Team will prepare a summary report documenting the results of tasks 2.4 and 2.5, identifying needs and policy issues.  MIG will submit this draft report for one round of reviews through the project website.  Reviewers will provide comments via email or fax. 

  • Final Needs Assessment Summary Report                                           

MIG will evaluate the comments, identify any conflicts and resolve them at a PMT meeting or conference call.  Following this, the MIG Team will prepare the final Needs Assessment Summary Report.
